I've gotten more foggy than usual lately. I tried to use it a a sort of defensive shell and means of canalizing enemy units into positions where I could fall upon them like the wyrm in his cave. But I have found the fog not quite as dense as I had imagined.I allowed a large unit to stay next to a large enemy unit while I positioned two others to deal a coup de gras. But somehow that enemy unit saw through the fog on both hexes and attacked my guys. I lost half a good unit unnecessarily. So, a message to the wise is to not expect miracles (or even regular) protection from fog. I can tell you from combat experiences in heavy fog that it isn't something you want to move units through. I'd rather defend a fixed point in it even if surrounded (and that word gives me the shakes).

Yes, adjacent units will still attack, even through the fog. Fog is particularly useful to block line-of-sight from enemy archers and spell-casters.
