I have a much better unit movement system in place that handle movement on each map scale. If you move on the World screen, then zoom-in to the region, the units should enter from the edge of the map corresponding to the direction you moved. The Next Turn buttons are sensitive to the map you are viewing, so on the Tactical level, only one tactical move will pass when you select Next Turn. It's all ajaxey and stuff, so it should be spiffy!
