done if there is an alliance in force. |

accepts the offer of Peace, the state of relations will move to Hostile. |

Offer to an Alliance with another City. This will be available if you have
generally good relations with the other city. |
| Break Alliance |  |
Break an existing Alliance with another City. This option will be available
if there is an existing Alliance. |
| Offer Diplomatic Relations |  |
Offer to establish Diplomatic Relations with another city. If the
other player accepts the offer, Diplomatic Relations will be established. |
